Venango County Man Charged with Rape of Disabled Woman

FRANKLIN, Pa. – A 62-year-old Franklin man has been charged with rape.

State police in Franklin tell exploreClarion.com that felony charges of rape, sexual assault, and institutional sexual assault have been filed against 62-year-old Albert R. “Rick” White of Franklin.

The charges stem from a two-year investigation into the reported sexual assault of a 39-year-old female resident at Polk Center in Venango County.

The alleged incident occurred on 2/14/10.

Police said White was an employee of the PA Department of Welfare’s Polk Center at the time of the incident.

Polk Center is an intermediate care facility that provides 24-hour care for people with mental disabilities.

Charges were filed earlier today before District Judge Snyder in Franklin.

Bail was set at $10,000.

A preliminary hearing has been scheduled for 2/22/12.
