Venango County Man Accused of Raping, Assaulting Teen

OIL CITY, Pa. (EYT) –Today Oil City Police arrested a 20-year-old Oil City man for an alleged rape of a 17-year-old girl.

The Oil City Police Department reports making an arrest in a rape that allegedly occurred around 4:00 a.m. on July 3. The rape was also reported on July 3, 2014.

Police executed an arrest warrant for Austin James Ubinas Colburn, Age 20, of 406 North Street, Apartment 1, Oil City, Pa., around 4:20 p.m., on Tuesday, at his residence.

The listed charges are as follows:

– Rape
– Aggravated Indecent Assault
– Unlawful Contact with a Minor
– Corruption of Minors
– Indecent Assault

The charges are a result of an investigation into the felonious sexual assault of a 17-year-old female juvenile.

Colburn was arraigned in front of District Judge Fish and remanded to the Venango County Jail in lieu of $75,000.00 cash bail.

A preliminary hearing has been set for August 27 at 1:30 p.m.

In a previous case, Colburn was sentenced in November 2013 after pleading guilty to felony statutory sexual assault charges.

The charges stemmed from an October 2012 incident where police say Colburn had sexual relations with a 13-year-old girl.

He was sentenced to one to two years in Venango County Jail.

According to court documents, on January 2, 2014, Colburn was released from Venango County Jail and placed on house arrest as part of an arrangement with the court system in which he was required to stay actively enrolled in an online college.
