Venango County Man Arrested After Allegedly Posing Nude for Neighbors, Displaying Vulgar Behavior

OIL CITY, Pa. (EYT) — Oil City Police say an Oil City man was arrested yesterday after allegedly posing nude and making provocative/vulgar gestures at his residence on Crawford Street, in Oil City, Venango County.

On September 6, 2014, at approximately 1:30 p.m., officers from the Oil City Police Department arrested 54-year-old John Edward Staub, of Oil City, on a warrant that was obtained through District Court 28-3-02, District Justice Douglas Dinberg earlier in the day.

The arrest was based upon incidents occurring on September 4 and September 5.

It is alleged that during these incidents, Staub was outside of his residence completely nude. Once outside, Staub careened about his property and exposed himself to others for his own sexual gratification, according to police.

Police say in one of the incidents, Staub allegedly grasp his penis and genitalia, shaking them in a provocative motion towards one female neighbor. He then used additional gestures to solicit her to lift her shirt and expose her breasts.

According to police, Staub’s behavior has been escalating over the past several weeks, as police have received information regarding other incidents with him being about his property in his underwear, allegedly posing provocatively for other female neighbors. Those neighbors were directed to contact Oil City Police Department when the events were occurring for immediate police response.

Police say neighbors were also advised that if they could safely capture an image of Staub’s behavior with a camera or on a cell phone, police would have the needed evidence to proceed with criminal charges. Ultimately, that is what led to Staub’s arrest. The victim of the incidents was able to collect photographic images of Staub on both dates.

Staub was arraigned before District Justice Douglas Dinberg on the warrant at approximately 2:00 p.m. on Saturday, September 6, 2014.

Charges of Stalking, Indecent Exposure, and Open Lewdness were contained within the criminal complaint.

Staub was committed to the Venango County Jail in lieu of $10,000.00 straight bail, which he was able to subsequently post, police say.

A preliminary hearing is scheduled for Wednesday, September 10, at 8:30 a.m. at Central Court in the Venango County Courthouse.
