Robert Phipps, a Clintonville native, served as a Major in the Army of the Potomac during the Civil War.

Major Robert J. Phipps enlisted on October 14, 1861, as a private in Company H, Fourth Pennsylvania Cavalry after a brief business experience in Franklin and on Oil Creek. He served until the close of the Civil War, participating in 56 engagements and skirmishes and in every important battle in which the Army of the Potomac was engaged.
Major Phipps filled every rank in his regiment, from private to major. He also served as inspector general of the Second Brigade, Second Division, Cavalry Corps and was a brevetted lieutenant colonel near the close of the war.
At the close of the war, Major Phipps returned to Venango County and engaged in mercantile pursuits in Franklin, Polk, and Parker until 1869 when he returned to Clintonville.
In 1875, he engaged in oil production in the Bullion field and later in Butler County.
Major Phipps was married to Hattie A. Cross on January 16, 1865. They were the parents of two children — Marshall L. Phipps and Elizabeth Phipps.
Throughout his life, Major Phipps was a member of the Masonic order, the G.A.R., and other fraternal societies.
He died on December 10, 1905, and is buried in Franklin Cemetery.
