Police Release Name of Man Accused of Raping Woman in Clarion Twp.

CLARION TWP., Pa. (EYT) – Clarion-based State Police have released additional details on a December 24 rape, including the identity of a 36-year-old Clarion man who has been charged in connection with the incident.

According to a criminal complaint, on December 24, Trooper Craddock of PSP Clarion was contacted and requested to respond to a residence in Clarion Township to investigate a reported rape.

The complaint indicates that at 5:06 a.m. on December 24, Trooper Craddock spoke with the first responding troopers, briefly interviewed the victim, and collected a pair of sweat pants and women’s underwear from the living room floor.

The complaint states that “the victim was transported to the Clarion Hospital Emergency Room in order to have a sexual assault examination conducted. The victim was interviewed at the Emergency Room and completed a written statement.”

“The victim said around 2:30 a.m. on December 24, 36-year-old Troy Anthony Dew, of Clarion went into her bedroom, pulled her pants and underwear off, and penetrated her. The victim said she was crying and told him to stop, and he did.”

“The victim said she put her pants and underwear back on and went to the couch in the living room, and Dew came into the room. The victim related that she told him to leave her alone, and he took her pants and underwear off, and he tried to flip her over onto her stomach and she kicked at him and tried to get away but he pushed her back onto the couch before she was able to get away.”

“The victim said she ran and put on a clean pair of pants, called 911, and went into a room where she locked the door waiting for the police to arrive.”

According to the criminal compliant, at 6:55 a.m. on December 24, Dew was read his Miranda Rights at PSP Clarion, and he allegedly waived his rights agreeing to speak to Trooper Craddock.

Dew allegedly related that he and the victim “were having consensual vaginal intercourse….”

The complaint states that Dew denied that “anything other than him pushing her feet to the ground happened on the couch and explained her pants and underwear were on the floor by the couch as her having thrown them just prior to PSP’s arrival.”

Dew was arrested and arraigned before on-call District Justice Timothy Schill on the following charges:

– two counts of Rape, Forcible Compulsion, Felony 1
– one count of Involuntary Deviate Sexual Intercourse, Forcible Compulsion, Felony 1
– two counts of Sexual Assault, Felony 2

Bail was set at $100,000.00, and Dew was remanded into the custody of the Clarion County Jail.

A preliminary hearing is scheduled for December 30 at 11:15 a.m. in front of Magisterial District Judge Duane L. Quinn.
