Security Footage Shows Naked Oil City Man in Second Incident; Allegedly Hovers Over Sleeping Victim

OIL CITY, Pa. (EYT) — An Oil City man has been charged with an additional Indecent Exposure offense following an investigation of an incident that occurred in January.

The following charges were filed via summons on February 7, 2015, on 61-year-old William L. Baker, III, of Oil City, through District Court 28-3-01, District Justice Andrew Fish, from a incident occurring on January 24, 2015, at approximately 8:22 a.m. at East Second Street, Towne Towers:

– Indecent Exposure
– Open Lewdness
– Disorder Conduct
– Defiant Trespass

Police say on January 24, Baker allegedly exited his apartment and strolled about the fifth floor common hallway outside of his apartment; he then tried to enter multiple other apartments before accessing an apartment.

According to police, Baker discovered the door to be unsecured and allegedly walked into the occupied residence completely nude. Once inside, Baker allegedly made his way to the master bedroom of the victim/tenant and stood over the bed until they awoke.

Police say the resident was allegedly stirred by the presence of Baker and demanded that he “Get out!” several times. It was not until the victim arose from the bed and continued demanding Baker’s retreat, that he finally left. The victim then notified police of the incident.

On scene, police officers were able to make contact with Baker, who allegedly admitted to his actions and allegedly stated he understood what he was doing. At that time, he was advised that upon the completion of the investigation, charges would be filed if enough evidence was collected, according to police.

On February 6, 2015, the investigating officer received a copy of security video footage from the Oil City Housing Authority. The video clearly depicts a nude Baker committing the acts alleged. The video footage provided sufficient proof to substantiate the existence of probable cause for the arrest of Baker, police say.

This is the second arrest of William L. Baker, III, for this type of conduct occurring at Towne Towers; however, it is the first chronologically. On February 2, 2015, similar charges were filed by Sr. Patrolman Kevin B. Daley of the Oil City Police Department after he was able to capture Baker nude in the fifth floor hallway, according to police.

The new charges will be sent via summons to the Venango County Jail where Baker is currently being held on $15,000.00 straight bail following his first arrest.

A preliminary hearing will be set for sometime in the near future, according to police.
