OIL CITY, Pa. (EYT) — After a joint investigation with the Amarillo, Texas Police Department, the Oil City Police Department arrested an Oil City man for soliciting with and receiving nude pictures and videos from a 16-year-old female in Texas.

Police say at 8:34 p.m. on Monday, March 9, officers arrested 26-year-old Brian D. Felmlee, Jr., of Oil City, for three felony counts under the Crimes Code as follows:

• Unlawful Contact with a Minor
• Possession and View of Child Pornography
• Criminal Use of a Communication Facility

Amarillo, Texas Police Department Contacts Oil City Police Department

According to a criminal complaint, around 4:47 p.m. on March 2, 2015, Lieutenant Hamilton, of the Oil City Police Department, received a phone call from Sgt. Pennington of the Amarillo, Texas Police Department stating that he received a complaint from a known woman of Amarillo, Texas, that her 16-year-old daughter has been allegedly conversing via computer with a person on the internet that was named Brian Felmlee. The IP address was traced, and it allegedly came back to 954 Colbert Ave, Oil City, Pa.

Lieutenant Hamilton of OCPD Contacts Victim’s Mother, Victim

The complaint states that Lieutenant Hamilton called the initial complainant and was provided the entire alleged email dialog between her daughter and the person named as Brian Felmlee. It allegedly talked about sexual things and chronicles a time when the 16-year-old girl sent a live feed to Brian Felmlee.

Lieutenant Hamilton spoke to the alleged 16-year-old victim in this case, and she said that she did in fact send a video feed and photographs of herself to the person referred to as “daddy” Brian Felmlee. The video transmission allegedly included the girl performing sexual acts, according to the complaint.

Felmlee Allegedly Admits to Receiving, Viewing Nude Photographs, Videos

After a study of the email transmissions, it was determined that the Brian Felmlee who received these items was familiar with Lieutenant Hamilton and Chief Wenner. Both officials went to the house of Brian Felmlee at 952 Colbert Avenue and asked if he would come to the station and speak with them, the complaint states.

According to the complaint, he said he would, and he allegedly admitted that he was the Brian Felmlee that was spoken about in the emails, and he is also the person referred to as “daddy” in the emails. He also allegedly admitted to receiving and viewing photographs and videos of the girl in Texas that he knew to be under the age of eighteen years. He said that he bleeds off of his parents internet and that is why the IP trace came back to their address.

Felmlee Charged with Three Felonies, Awaits Preliminary Hearing

Felmlee was arraigned by District Judge Patrick Lowery on the three felony charges listed above.

Police say Felmlee posted the bail which was set at $50,000.00.

A preliminary hearing has been set for 8:30 a.m. on March 18.
