MAYS-Western PA Child Care is hiring a Human Resource Director at their location in Emlenton.

This team member’s primary responsibility is to ensure the proper handling of the employment process in accordance with Federal and State laws and company guidelines. This includes the handling of the administrative office. All of our team members are expected to demonstrate behaviors and practices of cooperation.

Essential Functions of the Human Resource Director:

Employment process:

Responsibility for the recruitment of candidates:

• Develop and follow an approved policy and procedure
• Coordinate position vacancy approval
• Post job openings
• Attend recruitment fairs/events
• Review resumes
• Schedule and conduct interviews
• Create candidate folders
• Properly store and file received resumes

Responsibility for the new hire process:

• Request required clearances
• Perform background checks
• Initiate new hire paperwork
• Lead new hire orientation and training
• Retrieve completed forms within the allotted time
• Create employee file
• Submit employment paperwork to the benefit providers

Responsibility for employment practices:

• Administration and interpretation of the employee handbook
• Coordination of the annual employee performance review
• As requested, mediation of employee relations concerns

Payroll and employee benefits management:

Responsibility for Payroll:

• Approve or request approval for employee timesheets
• Submit accurate payroll logs for payment
• Correct submission mistakes timely
• Update the system as required
• Oversee the distribution of payroll checks

Responsibility for employee benefits management:

• Review completed forms prior to submission for accuracy
• Request updated forms where mistakes are identified
• Submit forms to the appropriate party
• Save transmission receipts
• Account for selection costs through payroll deductions
• Enter data on HR system (FileMaker Pro) and file forms

Administration:

Responsibility for funds & supplies:

• Manage petty cash account
• Manage youth savings accounts
• Manage supply orders
• Manage purchase orders

Invoicing:

• Review and analyze data to ensure proper invoicing
• Manage and submit invoices

Supervision of staff/events:

• Oversee administrative office schedules
• Manage employee events
• Approve time off requests to ensure coverage
• Provide professional support in the absence of senior personnel
• Manage office staff

Required Education and Experience:

• Bachelor’s degree in a related field
• Three (3) years of increased responsibility within Human Resources and within a related field preferred

Required Certificates/Clearances:

• ACT 33 & 34 clearances
• First Aid/CPR training
• Fingerprinting clearance

Language Skills:

• Ability to read, comprehend and interpret documents and forms in English
• Ability to effectively speak and ask questions in English
• Written communication skills

Mathematical Skills:

• Ability to add, subtract, multiply and divide
• Ability to compute rates, ratios and percentages

Reasoning Ability:

• Ability to solve complex issues while offering guidance to staff
• Ability to interpret complex materials and confidential information in verbal, written and scheduled forms
