Shippenville Man Charged with Indecent Assault of 13-Year-Old Girl

SHIPPENVILLE, Pa. (EYT) – State Police in Clarion have filed charges against a 53-year-old Shippenville man who is accused in the alleged indecent assault of a 13-year-old girl at a Shippenville laundromat in April.

According to a criminal complaint filed by Pennsylvania State Police Criminal Investigator Rodney Hotchkiss, the following charges were filed Friday against 53-year-old Mark Leroy Lannigan, of Shippenville:

  • Corruption of Minors, Misdemeanor 1
  • Indecent Assault without Consent of Other, Misdemeanor 2

The investigation was initiated after a 13-year-old female filed a report with Clarion County Children Youth Services alleging that Lannigan had inappropriate contact with her while she was at a laundromat in Shippenville with him on April 11.

During a forensic interview conducted on April 27, the victim told Investigator Jennifer McDonald that while she was sitting in Lannigan’s vehicle outside of the laundromat, he placed his open hand on her upper thigh and began rubbing it.

According to the victim, Lannigan also stated that she “looked good in jeans” and “smacked her butt” while inside the laundromat.

Charges were subsequently filed against Lannigan at District Magistrate Timothy P. Schill’s Office.

Lannigan is awaiting a preliminary hearing.

As of Tuesday afternoon, Lannigan had not been taken into custody.
