Toby Boat Launch Closing July 7-11

PINEY TOWNSHIP, Pa. (EYT) — Brookfield Renewable, in conjunction with Clarion County, will be closing the Toby Boat Launch from July 7 through July 11 to make temporary repairs, but a change in its original plan should make the launch available for the rest of the season after the July 7-11 work is completed.

The Toby Boat Launch has not been usable since the beginning of regular maintenance and repair at the Piney Hydro Facility. The work on the facility and the drawdown of Piney Reservoir is scheduled to conclude in the fall of 2016.

“In conjunction with Clarion County officials and other state agencies, Brookfield Renewable has developed a plan to get the Toby Boat Launch back to usable for the remainder of this recreation season and for the 2016 recreation season. As partners of the communities in which we operate, we are excited to get this project done,” said David Harris, Brookfield Renewable Energy Group Director of Operations.

Earlier this year, Brookfield told permit holders there would be no charge for dock permits this year, but it was unlikely that boats could use the river because the water level would be four feet lower than the normal level for most of the season.

The letter to permit holders outlined the scope of the work.

“The lake level will be approximately 4 feet below the normal level from April 1 through June 20,” wrote Brookfield Compliance Specialist Randy Garletts.

“The lower lake level is required for the safety of the construction workers and to maintain the structural integrity of the Piney Dam while the work is underway.”

The necessary and required work on the Piney Dam spillway that started in March and will continue through 2016 includes modifications and repairs being made to the Piney Dam spillway gates.

“The existing gates were installed as part of the original dam construction in the 1920s, and they have been in continuous service since that time,” stated Garletts. “Planned maintenance and modifications are required to ensure continued safe operation.”

Brookfield admitted in the letter that the work might affect those who use the Clarion River.

“Brookfield recognizes that operating Piney Lake with the maximum reservoir level of 1088 feet MSL for the period June 21 through October 31 may temporarily affect recreation, primarily boating and river access through decks and boat ramps, particularly in the shallower areas,” continued Garletts. “Accordingly, Brookfield is waving the 2015 the permit fee, but you are still required to submit your permit application, and a permit sticker will be issued.  If you were unable to install your dock this season, your current location/permit will be carried over to 2016. You will not lose your location.”
