25-Year-Old Man Faces Drug Charges After Alleged Heroin Overdose

CLARION, Pa. (EYT) — A 25-year-old man is facing drug charges after he allegedly overdosed on heroin.

According to a criminal complaint, Clarion EMS and Clarion Borough Police Department were summoned to an apartment on Frampton Street around 10:58 p.m., on Saturday, August 29, for an alleged overdose of a 25-year-old male with a needle laying near him. Officers Scheckler, Collett, and Foust arrived at the apartment and were let inside by the caller. The officers were taken to the actor’s bedroom.

The complaint states that Officer Foust allegedly saw a white male lying on his back in only gray underwear moaning with a white substance dripping down the side of his face from his mouth. The actor was identified as 25-year-old Timothy Andrew Parker, of Meadville.

The complaint indicates that Parker’s eyes were allegedly rolled back and his tongue was hanging out of his mouth. Officer Foust allegedly observed that Parker was pale in color. He also allegedly observed a tan/orange belt done up in a tourniquet by his feet and what appeared to be injection marks on his left inside ankle.

There was a hypodermic needle with the lid off allegedly laying next to Parker’s right left, an orange cup of liquid by his feet, and a black handle spoon with tan residue by his right foot. These items were collected as evidence, the complaint continues.

Officer Foust spoke to the known caller, and he said that he last saw Parker around noon. The caller said that he was out all day and returned shortly before he called 911. He allegedly said that Parker was making very strange noises in his bedroom, and it was locked. The caller said that he pushed his way through the door and found Parker as the officers did, according to the complaint.

EMS arrived and took over the scene. The officers placed Parker onto a stretcher and transported him to the ambulance. Officer Scheckler followed the ambulance to the hospital. Parker was allegedly combative at the ER and had to be strapped to the bed, the complaint states.

According to the complaint, Officer Foust returned to the station with the following evidence:

  • two hypodermic needles with orange lids, one used
  • one belt with loop tourniquet
  • one black handle spoon with tan residue — to be tested

On Sunday, August 30, around 7:30 p.m., Officer Foust contacted Clarion Hospital and was advised that Parker was helicoptered to UPMC Presbyterian in Pittsburgh at 2:47 a.m. Officer Fouse called UPMC Presbyterian and spoke to the staff there, and Parker was doing well, the complaint continues.

Around 9:05 p.m. on September 4, Officers Foust and Kemmer tested the spoon residue with a Brown Heroin NIK test, and it tested positive for Heroin, the complaint states.

Based on the information gathered from the investigation, Officer Foust requested the court to send a summons to require Parker to answer the following charges:

  • Manufacture, Etc. Controlled Substance, Misdemeanor
  • Use/Possession of Drug Paraphernalia, Misdemeanor

A preliminary arraignment has been scheduled for 10:00 a.m. on October 21 in front of Magisterial District Judge Duane L. Quinn.
