$325k Contract CAD Software for OES Okayed

CLARION, Pa. (EYT) — A contract not to exceed $325,340.00 with New World Systems of Troy, Michigan, for new Computer Aided Dispatch software for 911 services was unanimously approved by Clarion County Commissioners Tuesday morning, pending review by the county solicitor.

Commissioner Butch Campbell said the three bids received earlier were reviewed to see if the system is compatible with other regional emergency services.  In addition to the purchase price of the software, maintenance costs for years two of five of the five-year contract should average $20,000.00 to $25,000.00 each year.

Clarion County currently uses CAD software by a company named InterAct, but the software is not working well, according to Commissioner Butch Campbell.

“We received an upgrade from them, and it is not working well,” said Campbell. “We have been struggling with InterAct and trying to get the issues resolved with them with our solicitor, and there’s been some significant difficulties. All of the customers that have gone to this upgraded system are having issues with it from Indianapolis, Indiana to South Carolina to West Virginia, so we are looking at changing our CAD software.”

The New World contract continues to be negotiated, but the final amount will not be more than stated in the motion.  Voting for the motion were Campbell, Wayne Brosius, and Greg Faller.

In other business, Commissioners unanimously approved a new contract on behalf of the Clarion County District Attorney’s office with Cassandra Munsee for services performed as a part-time Assistant DA.  The one-year contract was effective October 19 at a rate of $25,000.00.

A grant from the District Attorney’s Association to cover Naloxone obtained from Clarion Hospital was announced. Offers will receive training for the used of the nasal drug used to reverse the effects of narcotic drugs.

Election Day is Tuesday, November 3, and polls will be open from 7:00 a.m. to 8:00 p.m.

Active shooter drill November 6

In accordance with a request from the Administrative Office of Pennsylvania Courts, on November 6, 2015, the Clarion County Sheriff’s office, in cooperation with the Clarion County Commissioners, Office of Emergency Services, and Commonwealth Judge James Arner’s office will be conducting an active shooter drill at 3:30 p.m.  All offices in the courthouse, located at 421 Main Street, Clarion, will be closed at that time, and the public will not be permitted inside during the drill.

The drill is to test the response capabilities of the staff of various offices.

An evacuation of Courthouse employees will also be conducted.

Successful bidders for the October county surplus vehicle sale were announced.

 Retirement Board issues status report

In a separate meeting for the Clarion County Retirement Board, a status report on the pension as of September 30, 2015, was reported. 

Highlights included:

• Total active employee members contributing, 183

• Total retirees on pension, 160

• Total funds distributed for monthly pensions/payouts/rollovers, $110,537.00

• Custodial deposit/distribution statement, $281,121.36 (in bank for monthly payments)

• Market value of retirement portfolio, $20,979,211.00.
