Mortimer: Local School Districts See Realty Transfer Tax Revenue Increase

CLARION COUNTY, Pa. (EYT) – Local school districts and municipalities reaped the benefits of a 36% increase in realty transfer tax revenue collected by the Clarion County Recorder’s Office in 2015.

Collections rose by $197,890.18 in 2015 over 2014 figures for a total amount of $760,120.47, according to Clarion County Register and Recorder Greg Mortimer.

The one percent tax is paid on the sale/purchase price or fair market value of certain properties within Clarion County when they change ownership. It can be levied by school districts and/or local municipalities through passage of a realty transfer tax collection ordinance.

All school districts in Clarion County collect the tax. All municipalities in the county collect their one-half percent share of the tax with the exception of Callensburg Borough and Perry Township.

A similar one percent tax is also paid on the same transfers for state realty transfer tax.

“In 2015, there were 743 property transfers in Clarion County that had realty transfer tax paid on them and 614 transfers that were exempt from paying the tax. The most common exemption from paying the tax is for property being transferred from a parent to a child and for real estate inherited from a family member,” Mortimer explained.

Last year the county recorders office, which receives a 2% commission on all local realty transfer tax collected, earned $15,296.16 from the collections.
