FRANKLIN, Pa. (EYT) — Yesterday around at 9:25 a.m., Franklin Police were dispatched to an Elm Street residence and placed on civil stand-by.

Police say several cats were observed in the residence occupied by Laqueta Ann Rodgers, of Franklin.

According to police, urine, feces, and other harmful conditions were also allegedly observed, and the conditions of the house were considered a hazard for humans and animals alike.

The residence was then condemned by the City of Franklin Code Enforcement Officer Chuck Gibbons until it has been cleaned and sanitized, police say.

According to police, officers on the scene requested the help of several other agencies to assist in the recovery and rescue of the animals.

In total 12 cats and one dog were rescued from the residence due to the joint effort of the agencies; the animals were taken to the Venango County Humane Society.

Franklin police would like to thank McCool’s Wildlife Services, the Venango County Animal Rescue Team, and their volunteers.

Rodgers will be charged with 13 counts of animal cruelty and other summary charges through Judge Snyder’s office.
